The restrictions on the activities of the Foreign police workplaces shall apply to all submissions except the following:
- Third-country nationals may apply for a temporary residence permit,
- Third-country nationals may apply for permanent residence for an unlimited period (Section § 46 of the Aliens Residence Act)
- Other submissions may only be made in cases worthy of special consideration, subject to prior approval by the Director of the Border and Alien Police Directorates (in Bratislava, Banská Bystrica and Prešov).
Thus, any case falling under point 3 must firstly be called to the appropriate Foreign police director, who must give his consent for filing.

As far as EU citizens and their family members are concerned, their residence registration is not carried out. They have the right of residence automatically by law and by the Treaty on the Functioning of the EU itself. Once the measures are canceled, they can come to the Foreign Police Department and register their stay. During the period of measures in force, they shall not be penalized for a possible breach of the obligation to register residence pursuant to Section 66 article 1 or Section 70 article 9 of the Aliens Residence Act.
Regarding foreigners on a short-term stay (up to 90 days) who are not able to leave the Slovak Republic due to the current situation in the world, the procedure is as follows:
If they have a visa for a period of less than 90 days, they may apply for an extension of the visa at the relevant Foreign Police Department (the maximum possible length is 90 days). If they already have 90 days visas and will still not be able to travel, then it is necessary to come to the Foreign Police Department immediately after their expiry. They will be given a decision on administrative expulsion without a ban on entry with a 30-day travel period. During these 30 days, they will be able to remain in the territory of the Slovak Republic (they will remain in the regime of staying in the territory of the Slovak Republic pursuant to Section 61a of the Aliens Residence Act).
If the situation does not change even then, the last day of the 30-day period, they must return to the Foreign Police Department (where the decision on administrative expulsion was issued) and apply for an extension of the travel period. This will be prolonged accordingly, taking into account the current situation in the Czech Republic, the EU and their home country (it may be extended for several months). The same procedure for issuing a decision on administrative expulsion will also apply to visa-free foreigners after 90 days of entry.
This does not apply to students who hold a Certificate of Slovak Living Abroad and have applied for temporary residence under Section 29 of the Aliens Residence Act. In such a case, they may continue to be in the territory of The Slovak Republic until the decision on their application (or even if the stay is granted).
